A legally defined term pursuant to Section 2, No. 10 of the Plant Protection Act: Substances and mixtures used exclusively for the general maintenance of plant health.
According to Section 2, No. 10 of the Plant Protection Act, plant fortifiers are substances and mixtures, including microorganisms, that are intended exclusively to maintain the general health of plants—provided they are not plant protection products as defined in Article 2, paragraph 1, of Regulation (EC) No. 1107/2009—or that are intended to protect plants from non-parasitic damage.
In the EU, plant fortifiers are clearly distinguished from biostimulants, which are regulated as a separate product group under the EU Fertilizer Regulation.
